Pirates

There are many different pirates that roam the seas. They all seem to have their own rules, if any at all, and mostly are just rogues riding the waves for adventure and coin. The most common type of pirate encountered is simply people from the various nations who have taken to the sea and, for one reason or another, they raid the ships and lands of others to get richer. Effectively, thieves on water (or raiding near it in some cases), these individuals tend to seek out adventure, money, luxuries, booze, and women… Or in some cases men.

Secrets

These pirates secretly have an unspoken alliance with the Kingdom of the Isles, promising to never raid or attack their ships or holdings, and in return, the Kingdom of the Isles promises the same. They can seek refuge in the Isle’s many establishments that sailors long for.
The singular exception to this are those from the kingdom of the Isles itself that go pirate. They are left with no safe haven and their mere presence on the pirate ship, even if there is only one of them, is enough for the entire ship's crew to be imprisoned by the Kingdom of the Isles and later executed for piracy. Their ship is either claimed by the navy of the Isles, if it is suitable for the task, or it is sunk out at sea. For this reason the pirates won’t risk taking on anyone from the Isles, and any Isles pirates, one might encounter, either work alone or in groups consisting only of other pirates from the Isles as they have no refuge anywhere.
Another tightly kept secret with the Kingdom of the Isles is The Unbreakable Alliance. In 54.03.24 this alliance was signed with the pirates to protect the Isles from their raids. This Alliance remained intact until 200.09.09-219.12.03 when Yonina Onimus closed the Isle’s borders to all. In 231.05.09 Michaeline Onimus would reinstate The Unbreakable Alliance, which has held strong ever since.
As part of the deal to reinstate The Unbreakable Alliance, the city of Piradin was unofficially given over to the pirates to serve as a base for them. This grants the pirates a foothold within Felaguria to conduct their affairs. They are required to keep up the appearance of a city of the Kingdom of the Isles, following its laws and customs, at least publicly."

Culture

Strangely, the pirates of these crews all share an equal say in all matters. The crew collectively decides where they go, who they attack, and all other such decisions. Yet they do have a ‘Captain’. Though unlike most ship Captains, pirate Captains can only rule with absolute power from the time an attack begins to the time it ends. Whether the pirates are the attackers or the defenders, the moment the fight is over, if the pirates survive, power returns to the crew, collectively. When a pirate crew is first established, they create their own set of ‘laws’ which applies to anyone that signs on with them.
These laws are created by majority vote of the initial crew of that ship, and includes matters such as what percentage of any riches each crew member is entitled to, whether or not there are nations they will not attack, or always will attack, how much booze a crew member is entitled to per day, and other such matters. These ‘laws’ vary radically from one ship to another. Those Captains with the largest fleets, greatest wealth, and generally are the most successful form a kind of Council of Pirate-Lords, which collectively decides on all things that affect pirates as a whole using the same strange ‘majority rule’ system they have developed.
These pirates don’t normally sink ships, instead they try to disable them, board them, either kill the crew, capture the crew, or recruit members of the crew to their own side. Once this is done the cargo of the ship is taken to be sold for profits, or if it's practical the pirates might use it themselves. The ship may then be claimed by the pirates to be part of their own personal fleet. The only time ships are sunk is when the pirates lack the manpower to operate it; if the type of ship it is would draw more attention than it's worth to keep it; or rarer still, if the ship is simply impractical to their needs such as being too large and slow to run down other ships.
